Kua tohua a te Poari o Tupu Tonu, a Kelly Dunn, hei Pou Whakarae mō Tupu Tonu. He mokopuna ia nō Rāhiri, nō Manaia, me kī, nō te Nota whānui!
The board of Tupu Tonu, the Ngāpuhi Investment Fund Limited, is delighted to announce that it has appointed Kelly Dunn, as Acting Chief Executive.
Kelly is a proud mokopuna of the north (Ngāpuhi, Te Rarawa, Ngāti Whātua, Ngāti Wai), who grew up in Te Tai Tokerau and is a graduate of Northland College. She has had a distinguished public service career in policy and operations spanning nearly 20 years with a focus on working with Māori communities. She has considerable experience in fund design, implementation, management, and evaluation across many sectors.
In her previous role, she was the inaugural Deputy Chief Executive, Partnerships at Te Arawhiti – the Office for Māori-Crown Relations. Her work included leading Te Arawhiti’s post settlement, building public sector capability, and brokering relationships functions. This included overseeing and safeguarding the durability of Treaty settlements and supporting the resolution of significant post-settlement issues. She also led the Crown’s attendance and involvement at significant Māori-Crown events such as Rātana, Waitangi, Koroneihana and the inaugural Matariki public holiday.
Kelly was appointed to the position effective 1 November 2024 and follows the end of the term for Acting Tupu Tonu CE Belinda Clark.
It is a good time to join Tupu Tonu, with the opening of the third round of Tukua this week. Please read on for more details.

Tukua – announcing our third round
We are delighted to announce the opening of the third round of Tukua, Tupu Tonu’s disbursement scheme. Applications for the third round will open on 15 November 2024. The application round will remain open through to 17 January 2025.

Focus for Round 3
The focus for the third round will be on capacity and capability building. Tupu Tonu will consider applications for grants that support capacity and capability building in a range of areas, such as governance, finance, administration, technology and management.
The difference for Round 3 is that priority will be given to applications that promote capacity and capability building, along with groups who are actively participating in the Treaty mandating process. In this way, the Tukua fund will provide more active support towards progress in the Treaty negotiations process.
The purpose of the Tupu Tonu fund is to grow a portfolio of commercial assets that can be offered to ngā hapū o Ngāpuhi in future Treaty negotiations. The third round of Tukua aims to support this by providing grants that contribute to the capability building of ngā hapū o Ngāpuhi to manage collectively owned assets into the future.

How to apply
Applications will be open to any Ngāpuhi hapū, marae or rōpū that identifies or affiliates to Ngāpuhi. All you need to do is to describe your affiliation in the application form.
We have up to $750,000 to disburse in Round 3 and are seeking applications for activities up to $30,000. We acknowledge that Round 3 provides for a larger amount per grant than in previous years and may result in fewer grants overall. The increase recognises the costs associated with capability building and to enable significantly larger kaupapa to apply.
If you’d like more details, including the criteria and application form, please go to our website here.
We welcome all applications that fit these criteria.

Maungaturoto Solar Farm Development – Our latest investment
In July, we completed an investment in a new solar farm development, located in the Maungaturoto Valley, Northland. Construction began in August and is due to be completed in June 2025.
The solar farm is estimated to generate up to 32 GWh of clean energy each year, enough to power 4,000 homes. About 3,300 tonnes of carbon emissions will be reduced a year, thanks to the clean energy.
The development has been gifted the name Papareireiā, referring to the rays of the sun being consumed by the whenua.
